You can with a private server but there is no need. There are hundreds of servers with 0 to 5 players. Just play on one of those. They have solo only servers, but playing single player on official is called the "I hate myself" mode. It’s possible by making your own server ...And the options for mobility are clunky/require lots of investment; IE helis, cars, horses. Rust is way more enjoyable to watch as you watch an entire wipe from a guy like AloneInTokyo condensed into about 80 minutes of the fun stuff.
